Instructions
 

Make the Sauce

  • In a 5 quart or larger slow cooker, combine the white sugar, brown sugar, soy sauce, cider vinegar, minced garlic, ginger paste, and ground black pepper.

Finish and Serve

  • Continue cooking until the beef is tender and the sauce is thickened and glossy.
